As far as I know you just put the old plates on the new car and then when you get the title memorandum in the mail, you just take it to the DMV and they transfer it over for you. Keep your registration from your old car for proof in case you get pulled over in the mean time.
If you are buying from a dealer they will do it for you, if from a private party you have to go to a notary, and they will do it for you, if the second remember if you have not sold the old car it is no longer legally registered.
